Examination and Approval Procedures

1. The projects with total investment (including additional capital) of USD 100 million and above encouraged and permitted in Industry Guidance Catalogue for Foreign Investment, those with total investment of USD 50 million and above and restricted in the catalogue, and those subject to examination and approval by relevant national departments shall be submitted by the Municipal Development and Reform Bureau/Municipal Bureau of Trade and Industry to relevant national departments for approval.
2. New foreign-invested projects with a total investment of less than USD 30 million (not including USD 30 million) that comply with the industrial policies of Shenzhen and are encouraged and permitted in Industry Guidance Catalogue for Foreign Investment shall be examined and approved by foreign trade and economic cooperation departments of districts and reported to Municipal Trade and Industry Bureau for record.
3. Projects in the field of service trade and monopolized projects subject to comprehensive coordination by municipal departments in charge of the trade shall still be examined and approved by Municipal Bureau of Trade and Industry.
4. The feasibility report, contract and articles of association may be submitted together to the examination and approval authority which shall organize relevant departments to conduct joint examination.
5. The investor shall go through other relevant registration formalities at relevant departments after receipt of certificate of approval and industrial and commercial license registration.
6. The investor may directly go through the formalities at the municipal and district departments by him or herself or authorize an agent to go through the formalities on his or her behalf.
