Newly-established
foreign-invested production projects conforming
to the industrial policies of Shenzhen,
belonging to the encouraged category or
allowed category in the Catalogue for the
Guidance of Foreign Investment Industries
and having a total investment below USD
30 million shall be examined and approved
by district economic and trade authorities,
and then be submitted to the Municipal Bureau
of Trade and Industry for registration.
1. Independent Innovation
Industries
A. Implement the independent innovation
strategy to build an innovative city;
B. Strengthen the support to leading enterprises
in independent innovation industries. Offer
R&D aid fund (below RMB 5 million) to
leading enterprises in the six strategic
innovation industries (communication, digital
audio & video, software, new energy-storage
materials, biological pharmaceutical &
medical equipment, and semi-conductors)
and other key fields.
C. Offer construction aid fund (RMB 3 million)
from the municipal scientific R&D fund
to accredited key laboratories of city level
or above. Offer construction fund of RMB
2 million to those having passed class A
examination in independent innovation, RMB
3 million to those having passed class AA
examination, and RMB 10 million to those
having passed class AAA examination.
D. Encourage large and medium-sized enterprises
to construct independent R&D institutions.
Offer aid fund of RMB 5 million and RMB
3 million to accredited state level and
city level R&D centers respectively.
Enterprises with R&D centers of city
level or above can enjoy favorable treatment
of key enterprises and the Direct Services
treatment.
2. CircularEconomy
A. To boost development of the circular
economy in Shenzhen, build a resource-saving
and environment-friendly city, and realize
comprehensively sustainable development
of economy, society and environment. Utilize
the fiscal subsidy system to propel the
development of the circular economy.
B. The municipal and district governments
shall arrange certain funds annually to
propel the development of the circular economy,
and may offer appropriate fiscal subsidy
to units and individuals as follows:
Scientific research institutions, corporate
and government-sponsored units, other organizations
and individuals engaged in technological
research and development involving the circular
economy;
Enterprises adopting new technologies from
the said R&D to manufacture products
conforming to the requirements of the circular
economy;
Enterprises and other organization adopting
other new technologies and processes compatible
with requirements of the circular economy.
C. Designated governmental funds including
technological R&D funds, technological
renovation funds shall be firstly arranged
for technological R&D and product development
of the circular economy and other projects
that propel the development of the circular
economy.
