Newly-established
foreign-invested production projects conforming
to the industrial policies of Shenzhen,
belonging to the encouraged category or
allowed category in the Catalogue for the
Guidance of Foreign Investment Industries
and having a total investment below USD
30 million shall be examined and approved
by district economic and trade authorities,
and then be submitted to the Municipal Bureau
of Trade and Industry for registration.
1. Large-sized enterprises,
to enjoy direct services, shall comply with
one of the following conditions:
* Enterprises registered and operated in
Shenzhen with a sales amount of over RMB
3 billion or export value of over USD 200
million or tax payment of over RMB 200 million
in the previous year;
* World top 500 enterprises investing in
Shenzhen;
* China top 100 electronic and information
enterprises of 2003 and Guangdong's 500
largest industrial enterprises of 2002 investing
in Shenzhen;
* Financial enterprises (including banking,
insurance and securities) headquartered
in Shenzhen;
* Other desired enterprises to be supported
in light of Shenzhen's economic development
strategy.
2. Enterpreneur Service
* To establish an effective long-term mechanism
to service enterpreneurs, the Municipal
Governmental enterpreneur service department
must fulfil their duties, refresh their
service modes, create a communication and
service platform, and establish a healthy
enterpreneur service network to provide
comprehensive and considerate personalized
services to both domestic and foreign enterpreneurs
investing in Shenzhen.
* The related functional departments of
the Municipal Government will set up a window
to serve large-sized enterprises by providing
them with services concerning their business
application, consultation, guidance, supervision,
and complaint acceptance.
* The functional departments shall appoint
dedicated people to coordinate the services
to be provided to large-sized enterprises.
* The Municipal Government shall appoint
dedicated staff to coordinate services provided
to large enterprises spanning the functional
departments of the government.
* For projects to be approved by the Central
Government, the Shenzhen Foreign Economic
and Trade Bureau and the Development Planning
Bureau shall send dedicated personnel to
the Ministry of Commerce and the State Development
and Reform Commission to coordinate the
related approval procedures.
