Newly-established foreign-invested production projects conforming to the industrial policies of Shenzhen, belonging to the encouraged category or allowed category in the Catalogue for the Guidance of Foreign Investment Industries and having a total investment below USD 30 million shall be examined and approved by district economic and trade authorities, and then be submitted to the Municipal Bureau of Trade and Industry for registration.

The government encourages enterprises and individuals to apply for patents, and endows them with certain financial support:
* For domestic invention patents, two payments can be made to the application for subsidy according to the progress of acquiring the certificate of patent;
When the applicant requests material check and has paid related fees, RMB 2,200 (same below) shall be paid (however, for those patents approved by the State IPR Bureau and Patent Bureau for delay of paying fees with a lower payment than the subsidized sum, the subsidy will be given according to the actual payment for patent application fees and check fees);
* Each patent will be subsidized RMB 1,500 after the certificate of patent is obtained; for those entrusted to patent agencies, an additional RMB 1,700 will be subsidized.
* For patents of the utility model listed in the Catalog for Shenzhen's Hi-Tech Products, a one-time subsidy of RMB 600 will be paid after the certificate of patent is obtained.
* For patents on foreign inventions, a one-time subsidy will be paid according to two grades of different countries and regions after the certificate of patent is obtained (at most two countries or regions may be subsidized at once): patents obtained in the United Staes, the European Union and Japan will be subsidized RMB 50,000 each; and patents obtained in countries and regions with patent approval institutions will be subsidized RMB 30,000 each.
