Newly-established foreign-invested production projects conforming to the industrial policies of Shenzhen, belonging to the encouraged category or allowed category in the Catalogue for the Guidance of Foreign Investment Industries and having a total investment below USD 30 million shall be examined and approved by district economic and trade authorities, and then be submitted to the Municipal Bureau of Trade and Industry for registration.

A. The Award for Talent in Industrial Development and Innovation of Shenzhen has been set up to reward people having made outstanding contributions to the industrial development and independent innovation of Shenzhen;
B. Awards are mainly granted to innovative people having made outstanding contributions in technology, R&D, finance, culture and management innovation;
C. The municipal government arranges a designated fund of RMB 200 million for the Award in its fiscal budget.
D. The Municipal Government is to give play to the role of the city's colleges and universities, Shenzhen College Town, and other higher education institutions, cooperate with famous domestic and overseas universities to jointly establish schools, and place emphasis on fostering high level talent urgently needed for industrial development. The Municipal Government will subsidize post-doctoral scientific research workstations approved by the Central Government, and will subsidize each post–doctoral researcher with RMB 50,000 each year after he/she enters the post-doctoral scientific research workstation.
* The Municipal Government has set up scientific and technological awards, including Shenzhen Mayor Award, Shenzhen Scientific and Technological Progress Award and Shenzhen Technological Invention Award. Each year, RMB 8 million is given to reward those technological personnel who make outstanding contributions to the development of the city's hi-tech industries.
