Newly-established
foreign-invested production projects conforming
to the industrial policies of Shenzhen,
belonging to the encouraged category or
allowed category in the Catalogue for the
Guidance of Foreign Investment Industries
and having a total investment below USD
30 million shall be examined and approved
by district economic and trade authorities,
and then be submitted to the Municipal Bureau
of Trade and Industry for registration.
* Enterprises are encouraged to invest
more in R&D. The total R&D expenditures
of hi-tech enterprises can be included in
their costs. If the expenditures accrue
by 10% (including 10%) from the previous
year, and they are in compliance with China's
tax laws and regulations, then an additional
50% of the expenditures is, upon approval
by the taxation authority, allowed to be
deducted from the taxable sum of that year.
Key trial equipment and test instruments
purchased by enterprises for the purpose
of new technology development or new product
R&D, if the unit price is below RMB
100,000, can be treated as administrative
expenses all at once or in batches. Those
reaching the criteria of fixed assets shall
be handled alone, and cannot be extracted
for depreciation.
* If a non-governmental technological enterprise
has been in operation for more than two
years, and has an integrated management
system, and yearly tax payment of over RMB
200,000, its employees, in compliance with
the related regulations of the SEZ, can
apply for permanent residence in the city.
The number will be determined by the sum
of the tax paid.
* National treatment will be given to foreign-invested
enterprises and foreign employees; for foreign-invested
enterprises to produce products not restricted
by quota and permit, the proportion between
the domestic sales and export will be determined
and adjusted freely according to the market
demand; the electricity rate for foreign-invested
enterprises is the same as that for domestically-invested
enterprises; foreign employees working and
studying in Shenzhen will enjoy services
of the same standards in shopping, housing,
medical care and sightseeing in Shenzhen.
