As General Manger of Yantian International Container Terminals Limited as well as a member of CPPCC, Tse Kam Tim deems that Shenzhen possesses advantageous conditions to build a networked free port.
Shenzhen possesses a plenty of special supervised zones including bonded zones, export processing zones, export supervised warehouses & bonded logistics centers, and bonded logistics parks. However, with relatively single functionality, scattered location and divided services, they cannot satisfy the in-depth requirements for trade convenience and international logistics efficiency. Tse suggests implementing virtual connection and functional integration on such special zones, starting from the integration of advantageous resources, and adopting integration and merger measures as to zones of short distance and adopting networking supervision combining GPS, electronic locking and RFID technologies as to those zones of long distance, so as to build a grand free port system based on multiple networked zones.
Tse¡¯s vision is as follows: during the ¡°eleventh five-year plan¡± period, Shenzhen Municipal Government should coordinate with relevant units including port units, container terminals, bonded logistics parks, and warehousing enterprises to implement the construction of a networked free port system in three phases, with building a free port as the goal.
1. To develop and improve the operation mechanism and operating procedures of the ¡°zone-port joint operation¡± and make a trial of the free port mode in a limited scope, based upon the bonded logistics park policy, and combined with operating flows of the container terminals and operating features of near-port international logistics services;
2. To expand the trial mode to special regions approved by the State Council or the General Administration of Customs and upgrade special supervised zones to free port zones to develop a basic form of a networked free port;
3. To promote the basic form gradually to functional blocks under planning and construction in Shenzhen, such as the Grand Industrial Zone, Logistics Parks, and develop a networked free port system.
